Just to be clear, the whole idea of defining certain methods of war as “war crimes” has always struck me as stupid and even malicious.
The concept was abused by the allies in both world wars and hypocritically exploited by both Wilson and FDR to drag the country into war.
Phooey.
Which is not to say that informal commitments among belligerents to reciprocally honor conventions regarding use of weapons, treatment of prisoners, etc. is never a good idea.
