Remember how Hitler did this when considering the meaning
and gravity of constitutional changes made to preserve or expand the power of a
sitting head of government.
In most countries in the Americas that would mean a sitting president.
In most of Europe it would mean something more like a prime
minister or (as in Hitler’s own case) a chancellor.
