Cops generally expect and tolerate people driving up to 15 mph above the posted speed limit.
Posted speed limits are, I suppose, adjusted down to allow for the fact that most of the traffic will be speeding at least close to 15 mph above them.
Now think about the phenomenon of auto insurance companies offering cheaper rates to people willing to allow them to be constantly tracked by GPS to ensure they don't drive above the posted speed limits.
Trying to be annoying and cause wrecks?
