Cohen says it was all about the campaign

The payoffs to the women were made during the time of scandal over the Billy Bush pussy-grabber tapes.

The intention behind the payoffs was explicitly, clearly, and urgently to prevent further damage to Bozo's campaign chances.

The actions of the National Enquirer had the same object.

It was all about the campaign, though in fact exposure probably would not have kept the Duce out of the White House.

Recall that the idiocy of Watergate was undertaken to aid Nixon's 1968 campaign, a campaign he won by the most startling landslide in history and would surely have won by just that same landslide without the criminal efforts of the Watergate idiots.
