That would be a Delta +, maybe?
So, Bozo is not literally a moron. But it's an entirely apt hyperbole, eh?
Smart and very smart people can have the most fantastic and dangerous notions, frighteningly remote from reality.
Actually, humans are so lost and absurd that might even be the norm.
As for the spectacular, cult leaders, ideologically committed politicos of exceptional violence, and serial killers are often quite bright, like the noted Alphas Shoko Asahara (Aum Shinrikyo founder and perp of the Tokyo sarin gas attack), Marshall Applewhite (Heaven's Gate), Pol Pot (Khmer Rouge), Abimael Guzman (Shining Path), Ted Kaczynski (the Unabomber), Ted Bundy (serial rapist, necrophiliac, and killer of 30+ women), and Mao Zedong (who needs no introduction).
Nobody seems to think Hitler was much better than a Beta +, but Mussolini was probably an Alpha.
So while the mini-Mussolini in The White House is all but certainly at least an Alpha minus, that really says nothing about whether a fellow would be competent or trustworthy in power.
And, as all the world knows, this particular Alpha minus is neither.
By the way, researchers even today believe IQ to be pretty strongly tied to genetic endowment (heritability above 0.70), though susceptible to physical influences like disease or injury.
Maybe so is being both an egregious clown and a revolting thug.
