Russia's propaganda machine discovers 2020 Democratic candidate Tulsi Gabbard
It is no surprise that if the Russians find candidate X less inimical to their plans than others they will, by fair means or foul, try to improve X's chances of winning.
Doesn't mean X even knows about it, much less that X is collaborating with the Russians or intentionally acting to benefit them.
And much less that she is doing anything criminal at all.
All this is not very different from how the right used to smear Democrats during the Cold War.
