In a press conference earlier this month, Secretary of Health Dr. Rachel Levine explained why such specific restrictions would need to remain in place for such services.
"Let’s look at a scenario,” she explained. "If someone was asymptomatic, and they were the person working in the hair salon, they would see, you know, perhaps one person an hour, eight patients a day, and be working five six days a week. They could expose a whole bunch of patients to COVID-19, and then those patients expose other patients, and that’s how we get clusters and outbreaks."

"By definition those professionals, in addition to licensed massage therapists, provide services that do not allow for social distancing of being six feet away," Levine said.
