The race angle is largely (doubtless not entirely) spin and black paranoia, but the story appears for real.
For decades the impression has been common that American cops are the most lawless and brutal of police in the contemporary Occident, and by no means only in their behavior towards minorities.
The scandal of Chicago, reported recently in several stories in The Guardian related to a lawsuit by that paper of major importance, goes a long way to validating that impression.
The relatively weak, poor, and powerless of society are quite naturally the chosen victims of official thuggery and abuse of power, and not only at the hands of the police.
Given our immigration patterns and various other realities of life, some - but by no means all - minorities have historically been and today remain over-represented among that pushover population of easy targets.
