The pigheaded stupidity of the regime changers who want to insist on knocking off dictators who are harmless to anyone but the domestic opposition to themselves, and who are invariably replaced by people who are not only arguably worse for their countrymen but egregiously worse for America or America's friends, by chaos, or by both.
It started with the American government's desertion of the Shah.
But it's a long way from over.
