The Duce is talking about declaring some sort of national security emergency allowing him to spend money and build the wall entirely on his own authority.
And maybe he's not wrong, assuming there is no challenge available to his lying and vicious claim that illegal immigration from Mexico is actually a national emergency.
But that, of course, is pure horseshit.
Of course, the Republican congress made no real effort to stop him illegally imposing tariffs under cover of his bullshit claim that trade deficits are a national security emergency, invoking authority congress gave the president to control trade in such a case.
So, hey.
