A trillion dollars pissed away and over a decade of futile slaughter have taught the neocons nothing.
He attributes to American "war weariness" the current unpopularity of more war in the region, pretending the utter failure of neocon policies has driven Americans into a "to hell with them" mood based on false pessimism that the Muslim world is "beyond redemption" and we can "do nothing for them."
Not for a moment does it occur to him, even now, that it is not America's job to redeem anybody, anyway, nor to "do anything for" the Muslim world.
Nor was any such thing necessary to avenge 9/11 or diminish the likelihood of another similar event.
The neocons have done nothing but give the most stupid advice since that date, to America's vast loss.
They are still doing it.
