I don't think that's what he was saying

He was saying that if tensions here were comparable to what they are in France we would have more violence because guns are more readily available to those who would want to be violent.

I think.

Rather than that if the people at CH had been armed and tried to defend themselves it would have been worse.

Or that in some other way the Paris attack would have been worse if it had happened here.

Or that if guns were as easy to get in France that country would have more Muslim violence, or French violence against Muslims, or something.

That last might even be right, which is not necessarily a decisive consideration against relaxing gun control in France.
