Contact tracing has been a tool for control of dangerous contagious diseases for over a century.
And civil liberties concerns about it are more a function of political oxen getting gored than anything else.
Back in the 80s, gays and their liberal allies beat up Reagan, Republicans, and America, claiming grotesque and evil homophobia and nothing else could explain any requirement of contact tracing when dealing with AIDS.
Objecting it was already and standardly a legal requirement in all cases of STDs was a waste of breath.
