Does "leak" have so formal a meaning?

Comey testified under oath he at one point asked a friend to share info from his memos of his Trump conversations with the press.

The memos are not classified and Comey broke no law doing this, though the physical memos are FBI property.

But Bozo and his surrogates and allies are denouncing Comey's "leaks".

Comey defenders insist it's not a leak if it's not both classified information and an illegal release.
