It all depends

Given the price they paid for their victory in The Great War and the relative benignity of the intentions of the Germans in the West, the French probably did well to choose defeat at the beginning of The Second World War.

But given the intentions of their enemies the Israelis likely do well to prefer war, even endless war, to surrender.
