Javert

Not a pitiless but incorruptible enforcer of the law - already quite bad enough, as the punishment of Valjean has taught us - , Javert is a mad bigot of a gypsy whose idea of righteousness is to bludgeon the low for the high.

As we see in his attempt to imprison Fantine for six months, though Pere Madeleine (Valjean) bears witness it was the bourgeois who should have been arrested if there had been "proper policing."
