Following up on public announcement of The Duce's call to President Xi of China, congratulating him on his recent constitutional consolidation of his personal power, General Kelly in a Fox interview remarked repeatedly on how good its current form of government - a one party dictatorship - has been for China, how well it suits that country, specifically citing the county's economic and trade success as glowing proof.
His remarks, and equally positive remarks by Trump just before his departure for the Far East, are further confirmations of The Duce's frank admiration for authoritarian government, a feature of his orthodox Buchananism illustrated as well by his like remarks about Duterte, the Philippines being another Trump destination, and his well known admiration for Putin.
These same regimes are regularly criticized by the US State Department as massive human rights violators, and were denounced by Obama on that account.
Trump has publicly and repeatedly expressed admiration for these same features of these regimes, and the wish he could do likewise here in the US.
He has even publicly admired Kim Jong-un for his murders and assassinations of real and merely possible political opponents.

Global Times reported Kelly's remarks as proofs the White House quite rightly rejects the view that the US and China are or should be enemies.
Breitbart, citing their report, slammed Kelly for praising communism, which he did not do, rather than praising thug government for the successful administration of capitalism, which he did do.
The GT report contains nothing suggesting Kelly praised communism and clearly reports his praise for authoritarian management of capitalism.
